President’s Message
I’d like to thank everyone for their support of the Association this year. It has passed rapidly. We are continually working with the two state agencies, MS State Department of Health, Bureau of Public Water Supply and the MS Department of Environmental Quality, Office of Pollution Control to offer the best training services to all operators of the State. We hope we have done a good job this year.
As always, there are some changes coming in 2017. There will be only two short courses offered; February in Pearl and September in Biloxi. As you may know, the May Short Course at MSU has been suspended for now due to low attendance. On the flip side of that news, we are working with both state agencies to offer a special testing date in June, 2017 so that prospective operators do not have to wait so long in between attempting an exam. More info on this special testing date will be announced in 2017.

DISTRICT I

DISTRICT II
DISTRICT MEETINGS ARE SCHEDULED FOR THE SECOND THURSDAY, EVERY OTHER MONTH AT 7:00 PM. David Payne at (662) 321-6950 for meeting dates and locations.
DISTRICT III
District meetings are scheduled for the first Thursday of every other month. We are still looking for a person to take the District President position. This person will be responsible for securing a location for bi-monthly meetings. If you are interested, please contact me.
Our District will meet on Tuesday, December 6 at 6:30 PM at ROCA Restaurant, 127 Country Club Drive, Vicksburg, MS. We will have a business meeting and then our Christmas Party. There will be a choice of two meals, as in year’s past. Meal choice will be sent to district members via email and text. Also, everyone is asked to bring a gift for gift exchange, men bring men’s gift, ladies bring women’s gift. There will also be a cash bar and appetizers. Look for more info soon.

DISTRICT VII

DISTRICT VIII
DISTRICT MEETINGS ARE SCHEDULED FOR THE SECOND THURSDAY EVERY OTHER MONTH. Contact George Hinnant at (662) 295-2792 for meeting time and location.
District 8 meets bi-monthly on the second Thursday of the month. We meet in February, April, June, August, October and December.
Our Bi-Monthly District Meetings held in 2016 were as follows:
In February we met at the Tin Top Lodge in Pheba. Scooter Lockhart was our guest speaker that evening and we had 15 in attendance.
Our April meeting was held in Columbus at Rubens Fish and Steakhouse Restaurant. For our program that evening we held a Operator Forum Group Discussion. These meetings are always lively discussions of ongoing issues we all deal with. There were 21 there that evening.
Our June Bi-Monthly Meeting the District was held at the Touch of Home Restaurant in West Pont and Chase Garner with ETC Laboratories as guest speaker. He covered proper sampling and chain of custody. There were 18 in attendance that evening.
In August, we met at the Friendship House in Aberdeen. Ken Wilborne, West Point’s Fire Chief spoke to the group about the Operator’s Relationship with the Local Emergency Management. There were 20 operators and their guests at the meeting that evening.
In September, the Operator’s Association hosted a North Region Day Training session. The training that day was presented by the MS/AL Section of the AWWA. The training was on Corrosion Control. There was a very nice crowd in attendance that day of 39 water and wastewater operators.
Our October Bi-Monthly Meeting as held at the Traceway Restaurant in Mathiston. Scooter Lockhart was our guest speaker that evening and there were 9 in attendance.
Our December Meeting is scheduled for December 8th at the Ryan’s Steakhouse in Columbus. We will be having our Annual Christmas Party at that time.

TRAINING COORDINATOR REPORT
All of the trainings for the 2016 calendar year are now complete. I feel like it has been a very successful year. This report will inform the Board and MWPCOA members of the training that was provided for our membership this year.
MSDH Trainings
As part of our 2015 -2016 contract with the MSDH, the Association held three spring training sessions. With the goal to provide our membership some new and fresh material and with the recommendation of the Health Department, the Association again partnered with three outside training agencies, Communities Unlimited (CU) and Rural Communities Assistance Partnership (RCAP) that provided the training for the North and Central Regions Day Sessions and the UNC Finance Center that provided the training for the South Region Day Session.

Central Region – Rusty Lyons and George Hinnant – April 14 – MSU Scott County Extension Office, Forest – Attendance = 22
South Region – Ronnie Lindsey and George Hinnant – May 3 – McComb Sports Park, McComb – Attendance = 26
For the fall MWPCOA/MSDH Training Sessions, held as part of the 2016 – 2017 MSDH contract, the Association partnered with the MS/AL Section of the AWWA to provide an outstanding training session on Corrosion Control. Jason Barrett with MSU help to facilitate these trainings and some of the speakers included Harry Gong with the MSDH and Keith Allen, former head of the Bureau of Water Supply. Jason and Harry were very pleased with the turnout and have expressed an interest in doing additional joint training dates in the future.

We will schedule a planning meeting early in January to finalize the 2016 – 2017 MSDH Day Sessions.
MDEQ Trainings
This marks the end of the three year arrangement between the MWPCOA and the MDEQ to allow the Operator’s Association to hold a MDEQ Sponsored Day Training Session in each of our districts each year.
As requested by the MWPCOA Board,we have approached the MDEQ BOE about allowing us to continue these trainings for another three years, with the understanding that they would again award the six (6) MDEQ Sponsored CEC hours for each session.
At the time I am preparing this report we have not received a response from the BOE.

I want thank the Program Directors for the outstanding job they have done this year. David, Rusty and Ronnie all work extremely hard to ensure their training sessions go smoothly. They are all reliable and always prepared and I could not have asked for a better group of guys to work with.

2017 MWPCOA SCHOLARSHIP NOMINATIONS BEING ACCEPTED
MWPCOA will be accepting nominations for the 2017 Membership Scholarships until December 31. Two $1,000 scholarships will be awarded in 2017. To be eligible for the scholarship an applicant must be a member in good standing or the spouse, child or grandchild of a member in good standing. A nomination form is included in this newsletter. This form must be completed and returned to MWPCOA by December 31. All nominees will be sent an application package which must be returned in order to be considered for the award which will be announced at the Annual Conference scheduled for April 18-20 in Biloxi.
